Check the valve at the bottom of machine is closed. It bay be stuck open which stops it from sucking.

If it sprays at the hand tool but not at the floor check the water jets under the machine by the brush roll to see if they are clogged. If they are not clogged you may have a clogged heater.

First make sure it's putting out enough water. There can be enough water coming out to get the carpet wet but not enough that it picks up much water. This is most often the problem to most machines brought in for repairs. If it's putting out enough water and can't pick it up there has to be something restricting the suction. It could be a clog or something is allowing air to leak restricting suction. Inspect the areas where the suction comes from the machine, through the dirty water tank all the way down to the floor nozzle.

You are not likely to find this. Bissell is very conservative with their product information and there are parts that they don't let consumers purchase, like the pump, because of "liability issues."

Had a problem with mine not spraying, took ot apart and the heater for the solution was plugged with scaling, cleaned it up and works the very best now. As far as clean water going directly into the collection tank, sounds like the little hose may have a break or a leak in the vacuum hose.

I can't be specific without knowing your make and model number but on most of them you remove the screws to remove the bottom plate, pull the brushroll out, put the new belt on, put brushroll back in and the bottom plate on.
