The first thing you need to do is find out what fault is causing the Check Engine light to come on, this requires you use the diagnostic link under the dash to read the fault codes stored in the OBD2 engine control computer, you will need an OBD2 code reader.

Could be the choke is stuck closed. The float in carb could be stuck so it don't shut the gas off. Is there a setting screw on the carb that needs adjusting?

no
the sump oil deteriorates if too hot and that destroys the engine
It is designed to have an oil cooler so fit one

Is it a drum brake, if so sounds like a pivot pinion siezed, or the pinion where the flat actuating bit sits between the shoes, strip wheel off, pull drum out after releasing the tensioner adjusting nut. plenty of WD and a good petrol clean up, wet n dry the pivots and a drop of copper slip on pinions.

The footbrake usually has a return spring to release the brake. Is yours broken/missing?

Compare pictures of it on the internet. Type in what you think it is and see what comes up. Other way is to ask a main dealer to look up your frame number this will be more accurate
