The most likely cause would be a disconnected or badly connected connector under the dash from the lighting switch and lighting stalk. It is confusing the Body Control Module which monitors and operates all this stuff on a computer network.
You may need an auto electrician and a pro grade scan tool computer to diagnose.
Turn the headloights on and see if the tail lights work, if not check the fuse inside at the left lower dash under the cover, check the fuse marked "tail", the tail lights are working then the problem may be the rheostat switch, make sure it's turned to the brightest setting, if the dash lites still don't work let me know.
check your wiring on the side tat the light dont work with a light tester whith the switch on
your wiring might be broke or you light holder might be no good
