The starter is on the underside of the transmission, there are wires feeding the solenoid (remove) 3 starter bolts (remove) pull off transmission/flywheel

to get the correct firing, order in your browser page search bar type in- firing order for dodge regal -- and you will get pages and diagrams to help you get it right
disconnect the battery, then at the starter disconnect the electrical wires on the starter then the 2 bolts that hold the starter to the engine/transmission.
Your 3800 Regal should not create any additional work to remove/replace the factory starter...Ask your parts store to show you one...be sure to disconnect one side of the battery prior to any work around the starter...Should be just 3 bolts (plus 2 wire conncections) for the switch out...Hope this helps.
If you turn your key forward (And make sure the fuel pump kicks on) Cross the starter terminals with a screwdriver. If the car starts like this you have a bad ignition. You can replace the cylinder or the whole column.
