you need to stop both front wheels from turning to see if 4 wd is working
just stopping one side means nothing as the diff action is operating and making the opposite wheel go faster
if the actuateor is vacumed,you might have have a hose that came off or it has a split in it somewhere,check that.or if you have posilock hubs one or both may be wore out or lacking grease,they are easy to remove,just a hex wrench and snapring pliers is all you need,remove and inspect for obvious sighns of wear.
This is designed that way so that you don't damage the transfer case. All four tires need to be going the same speed in order to shift into 4 wheel drive. If you're spinning a tire then one axle is going faster than the other and it would destroy your t-case if it did try to shift. Same for when you're braking. You want to be off the throttle when you shift into 4 wheel drive. Idealy you want to be stopped, it's much easier on the transfer case if you are.
You can shift into and out of 4wd hi in any gear even when vehicle is moving. You must stop and put in neutral to shift into or out of 4wd low.
To see if it is working, go to a dirt field or on the beach if one is available. Put truck in four wheel drive, turn steering wheel all the way one way or the other and stick you head out the driver window and look at the front tire and "PUNCH IT". If the four wheel drive is working you will see the front tire spin. Hope this helps.
Sounds like a n electrical shift actuator is at fault. It would be located on the transfer ccase. Make sure the fuse isn't blown and the wiring is connected at the case.
