If the fan itself use a Digital Multi Meter check resistance of moter look online for good motor resistance. I would check the fan control relay the fan control fuse. look online for fuse diagrams and relay diagrams

Both fans cool the motor. If you have the air conditioner on both fans will run because the cars cooling system will have to disapate more heat. If you have the air conditioner off only one fan will run because the heat load on the engine isn't as great.

Horn fuse should be located in the fuse box under the dash on drivers side kick panel. If fuse is good try replacing the horn itself, it might be bad due to the age of the car. They are located behind the front bumper on the left and right side.
