Window on distributor cap is not accesable
Window on distributor cap is to set dwell, not timing. You can set dwell by removing the distributor cap and gapping the points to specification, then verifying with a dwell meter. If dwell is off, remove the distributor cap and adjust as needed.
To set timing, use a timing light and highlight the appropriate mark on the harmonic damper (i.e., 8 degrees BTDC). With the vacuum line disconnected from the distributor, and the engine idling at the specified speed, view the timing with the timing light and adjust as necessary by rotating the distributor. Once set, tighten the distributor hold down bolt.

The timing is 2 1/2 degrees BTDC. The point gap is .016 and the dwell is 30. To set the dwell turn the adjusting screw clockwise until the engine starts to misfire and then back it off 1/2 turn. Hope this helps.

If not, I would get the #1 piston to TDC,, then reinstall the distributor w rotor to cyl #1 as you said.

Why would you need to set TDC if you just pulled the Dist. Cap? The TDC mark is on the Harmonic Balancer, sounds like you should let a Pro help you out, Ford also places a 1 where 1 wire should be on the cap, No 1 wire is the front cylinder on the passenger side, with the crankshaft set at TDC the rotor will point to where No 1 wire should be. If you haven't removed the wires yet don't. The best way to replace ignition wires is to remove ONE at a time and replace with a new one before moving on to the next. That way you won't get the firing order mixed up. Hope this helps
