1999 4runner while driving instruments went on and off, fan ac quit, put it in park can hear a relay clicking and now it will not come out of park. and will not start up. help?

It appears that you have a bad intermittent connection and those are hard to fix because most of the time, like when you want to work on it, everything is fine! But yes, check the wiring and the switches involved in affected circuits you described.
the problem is not the compressor but the head pressure is to high and the high pressure switch is shutting it off
You say really cold while driving but on/off when stationary
That indicates that the fan in front of the condenser is not working and the high pressure gas is not converting back to liquid
2 possible items to check

and excessive gas in the system
take it to an accredited ac specialist shop and have the pressures checked
At this point I am thinking excessive gas
Often the click which can be heard when the A.C. kicks in is the clutch on the A.C. compressor. Be sure that it isn't just this sound which you are hearing. Also check the operation of the idle control valve which is supposed to raise the engine revs to compensate for heavy power drain. If this isn't working correctly, then this would explain the lights dimming under low revs.
About the only thing that you didn't list is the cooling fan. Are you sure that it's working properly? Drive the car until the engine starts to get hot. After awhile you should hear the cooling fan come on. After you have driven the car for a while, park it and open up the hood. If the upper radiator hose is almost too hot to touch, then check to see if the coolant fan is running. If it isn't, then turn the AC switch to "AC MAX". If the fan still doesn't come on, then a malfunction is indicated. Try to locate the fan control relay and swap it with another relay that has the same part number. Use a relay that will allow the engine to run. Allow the engine to reach operating temperature and see if the fan comes on after switching the AC switch to "AC MAX". Just a thought: If your car has 2 electric fans under the hood one of them runs anytime your AC is on. Make sure one of them is running if you have 2. When your engine warms up both will come on. Check when the engine is cold to see if 1 fan comes on when you turn the AC on. Another thing which has happened to me. I had a bad AC relay after running a while it would get very hot when AC seems to quit working try feeling the AC relay if it is a lot hotter than the other relay that could be a problem. One more thought To add Freon the car has to be running and the AC on.
If it cranks strong then it's probably not the battery/alternator/starter. Check the battery terminals to make sure they're clean. Cars need 3 things to start and run: fuel, spark, and compression. If it's just cranking it might be the fuel filter and/or pump. Could also be a fuel pump or PCM fuse or relay. Check your manual to find the locations of those in your fuse panel or in the fuse box under the hood. When you turn the key to on, before trying to start it, you should be able to hear the relays clicking. If you put a finger on it you should be able to feel it click (you'll need a friend for that). You should also hear the fuel pump pressurize when you turn the key to on before starting. It sounds like a humming sound that lasts about 3 seconds. If the relays don't click, that's probably you're problem. And if they do click and you can't hear the pump, then you'll probably need to replace the fuel pump and filter. If you hear the pump pressurize then you probably have electrical or spark problem. Hope that helps!
Check to see what else shares the same fuse with the radio. If cigarette lighter is on it could be a penny or something stuck between the lighter and socket. That would be because when it is hotter the ac is working harder to cool the car, forcing the ac condenser to heat more. Make sure all fans are kicking on to cool it down. Most cars have two fans one for when ac is off and one for when its on. So make sure both are kicking on or that one is kicking on and off with two different speeds. You can hear the fans kicking on and off when the car is on in park. If you don't hear fans kick on check fan fuses, relays, and fan motors.
