Its most likely a 4 way flasher relay.

New bulbs, turning signals do not work...

Check the flasher located in the fuse/relay panel. Also check for a blown fuse as well. Remember this if the 4 way flashers are not working the turn signals will not either. To test the flasher before you remove it, turn the turn signal switch to either side and with your finger touch the top of flasher. If you feel a click from flasher then it's good and you will have another problem in the wiring. Hope this will help you.

Turn signals and 4-way flashers do not work - 1997 Buick Century

Time to change the flasher unit, it's usually close to the drivers side of vehicle and behind a fuse box access panel and will have something like "12v 23/98W " on it. It's a largish cube shaped componant and may be water damaged !

87 Jeep Comanche, turn signal issues

You will find that there are two flasher units on the fuse panel. Turn on the four ways to identify which flasher serves that circuit. Then, move the flasher to the other position (where the signal flasher is) Your directionals should then work. You then can buy another flasher and install it when you have a chance, putting it in the 4 way position. The 4 ways get used so infrequently, you always have a reliable spare signal flasher there!

1990 buick lesabre turn signals don't work, hazard flashers work, bulbs are ok, running lights & brake lights work, just installed a new turn signal assembly, thought that would fix the problem, it did...

I think that your flasher is bad I believe that the 4-ways flasher is a seperate flasher unit it should be in the fuse box and look like the 4-way flasher , to find the flasher turn on the 4-ways and you can feel it or hear it flashing and lok for the flasher for the turn signals
