it is hard to say over the internet but check the resovoir bottom for the power sterring and see if there is fluid in there . If not the items that usually leak on that model car is the high pressure power sterring hose which you will see on top next to the firewall, the return hose and the pump itself but it is hard to tell which one because the return hose attaches to the pump and if leaking would make it look like it is the pump.
You might want to check the power steering fluid. The resevoir is on the passenger side toward the passenger seat it is kind of hard to find. But i have a '97 Grand Prix and i noticed that whenever i would turn sharp while going pretty fast it would make a grinding noise and i could feel my steering wheel pulling me. But the thing is the power steering never whinned or anything. So i checked it and there was absolutely none in there. So check the fluids first.
how it seems that your rack and pinion is going out making the vehicle very hard to steer. first i would check your fluid and make sure that it's full and make sure it's not over full if it's over full the unit will mess up.
on the astro vans they used a hydroboost power brake booster which is driven off the power sterring pump. If you are having brake and steering problems you should check to make sure your belt is still on if it is you probably need a new powersteering pump. You may also check your power sterring pump pulley.if this helps please rate
