Yesterday the left rear turn signal and tail light stopped working (don't know about the brake light yet). The right rear is working fine. Where do I start looking for the culprit?

I believe you are correct. Whenever lights start doing goofy things like that it is almost ALWAYS a ground problem. I can help you. I can tell you EXACTLY where your turn signal and headlamps are grounded. However, There is one small problem. Subaru got STUCK on the "Legacy" nameplate. There are ten different Legacy models listed for the 1999 model year. If you can tell me which Legacy model you own, I can look up the wiring diagrams for your vehicle and provide the information you need. The choices are as follows:

There are several components of your 1997 Subaru Outback that can cause your tail lights to stop functioning correctly. To help pinpoint the cause of the problem, it would be very helpful to also check your front marker lights. If the marker lights are working, then we know that the problem is not the headlamp switch or the tail and illumination relay (located in the fuse and relay box).
The components to check are:
> Fuse #23 (20 Amp) in the Main Fuse Box.
> Fuse #5 (10 Amp) in the Fuse and Relay Box
> Tail And Illumination Relay
> Headlamp Switch
50-60 psi is not enough. you want 130+

Did anyone find a solution, or a good lead on the problem? Just had the bumper replaced after a small accident (tire dealership) and I'd rather not go hunting if it's something simple.

I found that the brake light is working, so its the left turn signal and tail light that aren't working..
Problem solved. The connector to the tail light/side marker light/turn signal was not fully seated. Removed the tail light assembly (2 screws) and checked the connections. Had to have come from the factory that way over three years ago!
