Hi from retired Englishman in SW France,
If I understand you correctly this is symptomatic of a malfunctioning water level sensing. Sorry but I suspect it needs a service call ;-0(

SOURCE: washer won't fill

On the drain valve there must be some dirt that does not let the valve close or the valve must be defective and needs to be replaced. By the way you did not mention the make of the washer.

That is because the water level switch get stuck when water level reaches that particular point.

The water level switch is activated either by a floater sensor or by a membrane sensor that detects water pressure/volume, depending on the model.
On washing machines it is usually a membrane switch, and that is faulty on your machine.

If water runs in when the machine is OFF but stops when the tap is turned off it means a faulty watervalve.replace water valve. Probably a double valve. Dont mix up the hoses or the wires........Nomess

The problem is simple and easy to fix. Your washer has a tubing which runs from the base of the tub to the water pressure switch. It might have vibrated loose from the switch, or their can be some sediment in the tub. Blow out the tubing and reattach it securely to the switch and pump out the water in the tub. Then try it again. I wrote an article about this:

Water wont stop filling up

If water keeps filling or dribbling into the machine with the power off it's the water inlet solenoid. If it overfills only during the cycle then it is the pressure switch or pressure switch tube.

It depending on exactly what your seeing that will determine the problem.

Does your washer start agitating and keep filling?? if yes it does start agitating and the water continuies to fill try disconnectiing the power and if it keeps filling what would be wrong is that the water inlet valve is sticking open and it would need to replaced

If the washer continues to fill and does not start agaitating would be a defective water level switch as you suspect it may be.If ya disconnect the power and it STOPS filling replace the water level(pressure) switch.

there is a float switch that tells the machine when to turn off the water going to the machine if this is bad than the machine wil continue to fill :
so i would first get the water out of the machine and then get a new float switch from your local appliance parts repair shop and install it please make sure that the machine is unplugged before you do this than once the repair is done plugin the machine and try it out ok Please let me know if there is any more that i can help you with

there are air in the system let it out til you get water in the release outlet fil up to 1,5 or 2 bar no problems wil started also control the expan ballon for bilding and expanding the pressure

Simple fix. But you might need a tech. Sounds like your water level switch needs fixed or replaced. Most work on air pressure. (Huh? your saying? :) A tube (you can't see) runs down the verticle length of the tub. As the tub fills with water the air in the tube increases the air pressure within it. There is an air pressure switch on top of the tube and the "Washer Load Size" switch adjusts so that when the air pressure is correct (water level in the tub) meets the requirements of what you set it to, then it turns off the water inlet valve and starts the washing cycle.
If this "water level tube" gets disconected, it will not work. Also if it gets cracked (it is plastic) or gets plugged somehow, or if the switch fails, you wil have water, water everywhere.

Keeps filling with water when turned on

A lot of wahing machines use a bunch of micro-switches to turn the various solenoids on and off. If your washer has that type of switch, it could be sticking, subsequently sending an "on" signal to the fill solenoid.
