Try unplugging the laptop and removing the battery. Leave it that way for a minute or two before putting battery back in and trying again. I've had Toshiba do this on a couple occasions.
If there are no display lights lighting up then the problem is either with your outlet, or your power cord. I would make sure that the adapter is plugged in tightly at both the wall, and where it connects to the brick. There could also be a problem with the pin on the motherboard becoming loose (fairly common in older laptops) which would cause the laptop not to charge. The only fix for that problem is generally to replace the motherboard.
