Thanks for choosing FixYa and welcome. You need to make sure you don't have a frozen pulley. The belt may be causing the smoke you are seeing. It may be coming from the motor drive. None the less, it needs checked out.

fills to selected water level

I don't know the model specifically, but check for sticky one-way clutch and release mechanism. This problem occurs where the main seal has failed, allowing water down onto the mechanism.

Water still in machine

Depending on how high your drain hose is some of the water after the final spin can drain back into the outer tube of the machine. This wont hurt anything but when not using the maching, not a bad idea to leave the door ajared to prevent the washer from giving off a bad odour,

You have a broken motor coupling between the motor and the transmission the washer should still drain if you put it in spinn just not spin the tub

Washer will not spin

I fixed it yesterday. After checking the continuity of my lid switch and pressure switch and finding them ok I removed the tubing from the pressure switch and applied air (blew into it). There was a clog and blowing on it removed it for now. Apparently the pressure switch was telling the machine that the tub was full of water and wouldn't let it start the spin cycle. I ran three loads last night and it worked perfect. I may have to remove the connection on the side of the tub and clean it properly if it clogs again.

The drum won't spin-

the drum wont spinn with wate in it(very fast anyway). if you remove the agitator, the inner tub lifts right out(its a floating basket) perhaps an article of clothes has gotten below it preventing free floating of the tub. While out ive als seen where the metal spline/shaft has worn down the plastic counterpart and the tub has nothing to grabonto to allw to spin, the sppline and plastic counterpart are very apparent after removing the agitator, they sell a spline repair kit(new spline and holder (3 screws) easy repair.
