I replaced a moen 1222 valve stem becasue i had just a trickle of water. I go the new stem in ok, but still no water. I have the hot water heater diconnected on the water inlet, but the out let is still...

With posi-temp cartridges, if one supply of water, hot or cold, is interrupted, the cartridge automatically restricts the flow of the other water source. This is to prevent you from getting scalded if the pressure on the cold side drops because of a toilet being flushed or any other uses of cold water. The cartridge will only allow cold water to flow through if there is hot water to balance it out. If you restore hot water to the faucet, it will operate properly.

I have a single control, new glacier bay bathtub faucet control. i don't have the hot water heater hooked up. i'm only getting a slight trickle out of my faucet whenb i turn the knob to cold. is it...

it is likely required. many new faucets have what's called a pressure balance valve that helps prevent scalding by lowering the pressure of hot when the cold pressure drops (due to a toilet flush or other water being run). Because you have pressure to only one side, that can cause the valve not to provide the necessary volume.

We have a problem with the cold water flow as it just trickle out. The hot water flow is fine. We have the Combi Faucet 6310 series

I would check take apart the cold flex connector and check the flow when running water into a bucket, if it is wimpy then there is a blockage in the angle stop or the flex connector. If it is good you will need to take the cartridge out, check for signs of debris and possibly replace it

Cold water works, hot does not

your problem can be fixed by running a loop in the plumbing. If you hired a professional in the first place it would already be done. basically the water pressure isn't enough, i bet your faucet is on the second or third floor, or even just THAT far from the water heater.

Hot and cold water trickles from faucet--seems nearly clogged.

The debre from turning off the valves comes through the lines and clogs up,usually the aireator, the screen at the end of the faucet. Take aireator off ,,colena and reassemble. If that does not work, disconnect the  lines at the shurtoff agaoun and look for hte obstructions for the aireator back to the shurtoffs.
