Unfortunately 'Cooks Essentials is a QVC trademark. They don't make them, they just buy from China and sell them. This page on the manual for _this_ model (you don't tell yours, 6 QT is a size, and they do lots) tells you about repair and warranty. It sounds like you have an element gone and the error is telling you in Chinese.

It never hurts to start in safe mode. While in safe mode, some things will not be available to you. Be aware that there is a reason your computer is telling you to start in safe mode. Not knowing what the problem was, I might suggest starting in safe mode, then go to start, all programs, accessories, system tools, then system restore. Try to restore your computer to a few days ago when it was working properly. Then restart, and hopefully it will work.

This fixed my unit;
remove the top cover and power it up (keep hands and other body parts clear)
check the cooling fans at the right and rear of the unit, are they turning as fast as they should be?
If not remove the fan and peel away the sticker from the center anput a drop or two of WD-40 down the hole and spin the fan until it loosens up then reassemble.
This fixed mine. Hope it fixes yours.
