Monitor is not recognizing the resolution settings that are currently set on the computer.
It is probably sett too high.
You will have to lower the computer resolution.
If it is a laptop, you should be able to do this using the laptops screen.
If it is a desktop computer, you either have to use a different screen to reset the resolution.
or
Sometimes restarting the computer while the screen is on will reset the video.
If that doesn't work, try starting the computer in safe mode by tapping the F8 key while it is being started. This will keep the resolution low enough to see it on the monitor and you can adjust the resolution there in the display properties

Monitor say out of range

Just connect the monitor to another computer and change the screen resolution to 1024 x 768 or less. This means that the computer that is connected to that monitor, can not display the mode that your monitor is in right now.

Boot up in safe mode and selct VGA support, then set the video resolution to your Princeton VL2018 native resolution mode (1680x1050 @60 Hz)

Problem with compaq MV 520 monitor

Your monitor is operating normally. After Windows starts it is setting the video resolution to something outside of the monitor's range. That's why you see the Windows splash screen, then the message from the monitor about the settings. Most likely the computer was used before with a monitor that had a wider range of resolutions available.

Restart the computer. When the manufacturer's logo screen appears, press the F8 key three or four times. This should get you a startup menu screen. Pick the option of starting in VGA mode, and Windows will start with video settings that your monitor supports.

You can see your monitor ranges ;
right click desktop -> properties -> settings -> monitor
You'll see Screen refresh rate here
under the that there is a box "Hide modes that this monitor cannot display" click that.
Now computer shows your monitor range in list. When you select bigger value different than list , gives error " OUT OF RANGE "

Monitor flashes primary colors

Your monitor has disco fever and will have to be shot in a midnight ritual in Palm Springs. Or, you will have to replace a diac circuit linking the display, power control, and power supply grounds (or possibly an overvolt protector of some sort in the power supply.) I don't know why for this kind of error the designer couldn't just put a message on the OSD in some random human language.
