Were is cold water inlet and hot water outel on model 71-40d b

Cold inlet and hot outlet are marked on top of water heater.
Usually there is a letter or word embossed into the metal top.

If tank is connected, then turn on hot water tap for a few moment and feel which pipe is hot.

Cold water enters bottom of tank through dip tube located on cold side. If hot and cold are reversed, the water heater will not perform as expected.

I have a Rheem 50 gallon electic water heater that seems to be leaking from the on/off lever at the top of tank. Do you have a replacement part for the on/off lever? Thanks, Cindy

If you are talking about the water valve on the cold water inlet it should have a nut under the lever if it is a quarter turn ball valve. If so you can remove the nut that hold the lever on and carefully tighten the nut by turning it clockwise. This should stop it leaking if it is coming from around the stem. If it is a globe type valve there should be a packing nut that goes around the stem under the handle. Tighten this nut carefully to get leak to stop. If it is leaking anywhere else then you will need to have the valve replaced. They are available at almost any hardware store.Thank you.

The model I have is actually a 21VP4C-1. The water will not flow into the tank. It trickles in very slowly and then stops after about 1/2 gallon. Is there a float of some kind that may be stuck? The valve...

Turn water off and remove pipes between shut-off valve and water heater.
Water heater inlet may be clogged.
Pipes might be filled with sediment.

If clog is not there, then shut off water to house and remove shut-off valve located above tank.

I have a rheem hot water tank when you turn on the hot water it comes out nice an hot but not even 30 secounds after that the water cools off and it stays as just warm water. I hear the gas kick in to heat...

Could be your thermostat but it might be your inlet dip tube. Your water heater has a plastic pipe that carries the cold water to the bottom of the tank. When you open your tap, it takes the hot water from the top of the tank, the cold goes to the bottem and gets heated. If this tube breaks, or comes loose, it will short circuit the cycle. The tank is hot but as soon as you start using water, cold water comes in at the top and mixes with your hot water, giving you just warm water. If you have room above your tank, you can remove the union on the cold side , screw out the pipe nipple, and look inside and see if there is a tube. If not you can buy one from home depot or lowes for just a few dollars. Also a water heater should be partially drained annually to remove any solids from the bottom, which will allow better heat transfer. If you find bits of plastic when you do, then you know where your dip tube went. Also if you've had a hot water faucet stop up and it looked like plastic there it is.

That is normal, the heat just rises from the hot water, the pipe on the right should be cold and if you were to run hot water anywhere in the house it will immediately cool of the cold inlet pipe and you can feel it

I have hot water for a minute then it goes to warm. I took off the 2 wires on each element and I have 15 ohms on the top and 5.5 on the bottom. Is my bottom element bad?

Sounds like bottom element may be bad but usually reads open circuit if bad. Also tan k would run about 8 gallons hot water then go cold. lots of warm water usually means bad dip tube.
Check if tank is hot at bottom element when not used for a while. If bottom element is still cold then bad element.
If bottom element is hot - (all water in tank is hot then you have a bad "dip tube" This is allowing incoming cold water to mix with outgoing hot water. The dip tube is usually A part of the cold water nipple or B located under the cold water inlet nipple.

15 year old electric heater is gushing water out the pipes on top, what to do?

Shut the water off to it (should have a valve very near it on the cold side) and kill the breaker at the electrical panel. This needs replacing if it's the pipes I am thinking (the two 3/4 inch nipples coming directly from the top?).
