Hi,
The compressor is taking a few tries to start...the capacitor is probably bad...this does not give the compressor the kick it needs to get started...
There are many reasons why a dehumidifier willnot work or collect water.

Mine does this, too, however, I've watched it when it does it and what is happening is this: Say I have it set at 46. It will be on 46 and then go up to 47 causing the compresser to start up (almost) then the 47 goes back down to 46 (my setting) and the compressor stops. Everytime it starts/stops it bouncing up and down a degree. Then, when it gets 2 degrees above the 46 setting, the compressor kicks all the way on.
