TV TURNS ITSELF BACK ON AFTER BEING TURNED OFF

The most common thing is malfunction in your remote control. Try moving the remote control to another closed room, and see if it still does it. If it does... well, I know how to setup a TV to turn itself off after a period of time you set, but how to turn it on? no.

Also something, might be stupid, but I'd tell it anyways, is that someone is fooling you by ór using the remote control, ór having another remote control, and turning it on all the time.

And another thing. By "off", do you mean standby? or actually turned off by pressing the button? Because this is only if it is turned off with the remote control. If it is explicitly turned off by the button, then it might be a malfunction on your tv, meaning you could call the support of the company that makes these tv's, and if it is actually a malfunction, you could get a new tv for free, if your warranty hasn't outdated yet.

Unplug the TV from Wall, wait a bit and plug back in. Should be reset.

It turns itself on and off repeatedly

Try this:

Unplug the tv let sit for a minute while you replace the batteries in the remote and cover the IR remote sensor on the front of the TV. Cover it with a piece of black tape or a piece of aluminum foil.
Plug the tv back in and turn on.
If it no longer turns on and off by itself then you have IR interference from some other remote operated device in the room.
If it does continue to turn on and off with the IR sensor covered then it is the internal wiring/processors and will need servicing.

The volume is turning itself down all by itself. The volume on the remote won't work, but the remote is fine with the other TV controls.

It sounds like the button is stuck. Take the remote apart if you can and see if the key is stuck somewhere. This happened to me once with a rubber key type of remote. It drove me crazy.
