look for the fan opening, get a can of air and blow it threw the fan vent, while the computer is off, than let it set for a few minutes than start it back up, if fan is still noisy, than you need a new fan installed.
if you want to do the work yourself you can do it your self. now if you dont want to try it than i have a few place to take it for service.

you might need to upgrade your power supply unit with more wattage possibly a heavy duty one any extra devices added to a computer will add more strain on the psu hope it helps
I've almost the same problem. When the system turns on the monitor doesn't sync. After a variable trials with down/up the sync is enabled and the computer starts.A very clear event occurs : when the monitor can''t sync ( and system doesn't boot)you can hear very clear a high fan rotation. When I look/hear in the system the Isuspect the cpu fan. The system boots ( monitor syncs) when the fan rotationgoes from high to low. So the system hangs on an internal check on the rotation speed of the cpu fan.I've googled a lot , but until now doesn't find an answer . Possibilties which I think about : replace cpu fan , clean cpu fun ( but it looks clean).I cannot measure the fan rotation speed when the system is hanging. At normal rotation all info can retrieved witth the program cpu-z.Did you already have a solution ?
Buy a can of compressed air, a can of fine mechanisms oil, take the bottom cover off the laptop (only a Phillips screwdriver is needed) and clean and oil the fan.

The fan may not stay on all the time - its a feature of laptops to help save power. The fan is also variable speed. As the CPU gets hotter, the fan speeds up. When the CPU isn't being used as much and is cooler, the fan slows or even stops. It turns on to full speed when you first turn the laptop on as part of the BIOS system check.
The noise is another issue. You could have a broken "fin" or fan blade. The bearing could be going out. Something may have simply "crawled" inside the fan's output vent. In any case it may be worth your time to have a professional open up the laptop and look at the fan. I have heard a LOT of noisy laptop fans in my day, and believe me it's not the worst thing to put up with.
We have a Dell Dimension 4700C too. We had it on a 3-year warranty and the only problem with it was that from that to time it would become abnormally noisy, too noisy in fact. Dell sent a repair guy twice, and they changed the heatsink/fan assembly unit both times, and the third time we did it ourselves (it's not that hard to do), but here's the thing, we noticed how DUSTY it was when it came out, we wondered how it even worked with all that dust. So, now our warranty has expired, and guess what, the computer started making that terrible racket again, so this time, we opened it, armed with the vacuum cleaner and a can of compressed air, gave the whole inside of the computer a good once over, removed the heatsink/fan assembly and cleaned it thorougly (you can't do this unless it is out), and it worked like a charm, can't even tell the computer is running.
