When i turn my psp on the power button goes green but the psp does not turn on.

It's probably bricked (dead). We need to know what's your last activity before it bricked. Mostly, bricked PSP is due to interruption during firmware update. Or when you install a CFW (Customized Firmware) by using ChickHen.
If your PSP is the slim type, you need to know what type of Motherboard it has. You will be lucky if you don't have a PSP with TA088v3 MoBo. Since you can no longer turn on your PSP, you will have no chance knowing the MoBo. But this procedure below is worth the try;
1.) Turn off your PSP by pressing the power button at least 10 seconds and green light is gone. 2.) While turned off, do one of the following until you boot into Recovery Mode;
a.) press the "R" button and hold it while pressing the power button. b.) press both "L" and "R" button and hold it while pressing the power button.
3.) If you are successful booting your PSP into recovery mode, google on how to recover your flash0 file...

remove the battery and try again

try to turn it on using the ac adapter
try to do power cycle by removing the battery and then holding the power switch on the on possition for 15 seconds
if this does not work it might your board needs replacement

first u should turn off ur psp.and then you should press the select+start+square+triangle buttons at the same time and hold it..and now do power on ur psp..
i hope ur psp will be correctly reset....

Try Holding the R trigger and turn the power on at the same time. This puts you n a diffreent mode, then press the display brightness button to see the version. Power off and back on agin to see if that resets it. This is only a guess I would appreciate at least a thanks for trying.

Check ur firmware, (if ur PSP installed custom firmware e.g. OE, M33.) goto "recovery mode", press and hold R(right button) while turn on ur psp. if u can go, simple use pandora battery for downgrade/upgarde ur psp. see at, http://e-arena.blogspot.com
