Its the Hz it is set on the "refresh rate" it is likely you have in all other rooms except yours teh same kind of lighting and in this one room it likely has the same Hz lighting as your crt monitor set it above 60hz and you should be fine.
Electro Magnets dont usually cause rolling lines it is usually the refresh rate vs the light bulbs. Electro magnets or just magnets period cause color distortion.
to change your hz right click on desktop properties settings advanced then monitor check hide modes it cant display then pick any above 60.
The only other thing I can come up with that might cause problems other then magnets (wich have to be extremely strong mind you and within 10 or so feet of the monitor and outside of the case) would be possibly any other kind of electronic such as a pc really close with an older power supply. But thats just a guess. Or if your pc has a subwoofer or strong desktop speakers for your pc.

Hey..I also tried changing the PC but the rolling is constant. Could it be due to electromagnetic interference caused by speakers or improper voltage or static charge in my room.
Hey..It is not the rolling "lines" but the whole display rolling upwards. Secondly it is not the refresh rate because the screen starts rolling the instant monitor turns on and way before refresh rates set in windows are applicable. Also I have tried connecting two PCs to it but the rolling persists. No problems occur in other rooms except mine.
