HI. This will be the cause of a defective resistor switch. The speed variables have been damaged. This will happen, overtime. The necessary action will be to have this damaged switch replaced. This will be the actual switch that is located, and housed within the control cluster in the dash.(Speed selection switch)

SOURCE: How to fix 1999 lincoln TC heater/AC fan speed.

You have a problem with the resistors on your blower motor. 95% of AC/Heater blower motors are located under the glove box in the passanger foot well. When you remove the motor you should see a resistor plate. Resistors are not servicable and will need to be replaced. This is a relatively cheap part, that you can replace yourself if your handy, if not take it to your local tech.

it sounds like the heater switch itself is bad. I would change it.

Heat/ac fan only blows on high

Check the heater control switch,,,,,and the number of wires at the heater motor....Some motors have more than one winding...in which case there will be three or more wires going into motor..there can be burnout in those windings and will require a new motor....check the plug which attaches to the motor....can be bad connection...or at the switch.....but if there is only two wires....then the heater switch uses resistors to slow down the different speeds...and direct connection for high speed....and the problem is definitely the switch...

Heater fan blower only functions on high speed?

the resistor for the blower motor is faulty, its either integrated into the switch (speed selector) or its on the firewall somewhere, where ever it is, it has to be replaced.

1996 Ranger 2wd interior fan blows hi spd only

Possible solution is to check the fan speed switch. These go bad and won't change the speed/ or function in the lower speeds.

Heater/AC fan does not blow on two lowest speeds.

Your fan uses resistors to reduce the speed of the fan. Hi speed doesnt use the resistors and that is why it runs on hi. Standing in front of the car, all of your heater housing is on the left side of the firewall You will see a connection with about 4 wires That look like they go nowhere. Take the couple screws out and pull it out. You will be able to see the burnt one.Jump out the burnt on and that will give you another speed or two.
