You need to determine if the power is actually reaching the washer, as it is possible for the wire to break inside the cable without any visible sign of this, you will need a meter to do do this, if there is power, then the fault could be falty door lock.

My hoover washing machine wont spin and is full of water. model number is hnl 9146-z

It's a safety feature that doesn't allow the machine to spin when there's still water in the tub. The drain pump has probably failed and you would need to replace it (there are some good places online where you can buy appliances spare parts). Try to set your machine on a 'Drain' cycle and see if the pump works.

How do you remove the filter for a Hoover washing machine Optima Nextra Model HNL 6166?

I included a link on Youtube to my Nextra where I show how I clean the filter (watch it from 08:55 onwords). Just remove the kick strip and unscrew (philips screwdriver needed) the little screw on the filter itself, then turn it anti-clockwise but while you're doing this make sure you insert the kick strip underneath to gather the residual water. Repeat this operation 3 o 4 times until the sump is totally empty, make sure you don't let the kick strip fill up too much otherwise you'll be spilling water all over the place, so just turn the filter clockwise everytime you want to stop the trickle of water. It's not too complicated and it won't be too messy if you follow these instructions carefully. Good luck ;-)

Machine will not switch on

If you are certain the fuse is o/k then try it another socket that you know is working o/k, if still no lights. then could be faulty door lock.
At this popint I would suggest you call someone in.
