Ok, step one:
get a bootable CD (acts like a running backup boot), and put it in. your computer should boot up ok (NOTE* if it gives you the option to start in safe mode, don't. that will prevent the next step. start windows normally).
step two:
once it is up and running, eject the boot CD and get your recovery CDs/DVDs. insert them and follow the instructions. with everything recovered, it should work fine.
step three (optional)
attempt to create a new set of recovery CDs/DVDs.

It can be due to software as well as hardware issue. There will be an error code mentioned there in that blue screen. Best way to resolve it will be to take a backup of all the data and do a complete System Recovery using the Recovery Partion or Recovery Disk. Still if the problem remains then it is definetly a hardware issue where any one of the hardware part will have to be replaced.
