Those are 2 different issues, the waste ink absorber when it shows full will not print until it is changed and the count reset by a shop. The quality fading could be a printhead issue or even just a good cleaning of the cleaning and capping unit.
Some user tried the procedure to reset waste ink tanf full on Canon MP 360 and ...Reset Ink Level for Canon MX300 · Reset Counter Canon iP1500 and iP1000 ... tricks-collections.com/waste-ink-tank-full-reset-canon-mp360/
Nearly full means it's still OK to print, maybe 50 or so pages and when it says full it will stop and not let you print any more. The ink absorbers are around $20.00 and you need a shop to replace and reset the counter.
Hello. this message indicates that the computer merely has to be reset [canon is hoping you will take your printer to them for a costly tuneup] here are the steps to reset your counter:
Manual Reset procedure for waste ink tank full error in Canon Smartbase MP730 printers:
Hit the “menu”: Key
Hit “Copy” Key
Hit “#” Key
Scroll thru the menu headings until you come to “Test Mode” - 12th heading
Hit the “3′ button- this will bring up Eeprom Clear
If you drop the cover the machine will send the cartridge holder across to the far side of the printer
At that point switch the printer off and by using a torch you will see a heap of nearly solid ink which has been deposited by the cleaning blades into a trough where the ink cartridge normally sits.
Pair of surgical gloves and a small lolly stick or wooden spatula normally does the trick
I believe what you are seeing is "WASTE INK TANK FULL"? This means that the tank that collects the waste ink from cleaning the head is full.

These are the steps to clear the message by reseting the counter:
1)Printer on, press Additional Functions, Scan, Copy, Scan
Now you should be in service mode from there for waste ink tank reset
2)Select Test mode which is like the last available selection
3)Select #8 Printer Test, it will do something here like cleaning or something then it will come up with some other options this is where it gets a bit confusing cause now all it says is like 8-2 or 8-3 push the + or - button until it says 8-3 then hit the select button
The menu will now say EEPROM Clear
Select Ink count which is option (0) and press set
Your done!
