You need a Yahoo gmail account. Select Yahoo Groups and find the "BerninaThirtySomethings" group. Request to be added as a member. Once you have access, go into the Files folder and locate the Bernina 1630 manual.

If you can pull the needle bar down manually and it springs back up, the basting clutch is stuck. By someone who knows how, it's a very easy fix. I would guide you here, but I don't know how to explain it. Plus, you have to be very careful not to damage the spring loaded clutch.
