Disconnect all the phones. Then plug in one simple phone to the main incoming phone jack. This is normally a larger box and near the front door or incoming power distribution board. If that works, you have a faulty phone somewhere in the house. If that phone fails, your telco cut you off or there is a line fault.

Disconnect Fax Machine from Phone Line
Reset Fax machine
The Fax machine is supposed to respond to the right tones being sent down the voice line
If it is not responding & all else works then check your Fax settings for "Receiving"
If that pulsating tone is anything like what I sometimes here on my phone, then it has nothing to do with your phone. It's your telephone company telling you that there's unheard voicemail on their system. You'll need to contact your telephone service provider for instructions on how to access their voicemail system.
You need to dial two commands on the receptionist's phone. On the intercom dial 7311# for outside line call waiting signals and 7321# for inside calls. (0 cancels).
