New kodak easyshare5500

I put it together plugged it in and hit on button. IT was suppose to prompt for language and region. The green light in the photo tray comes on for about 3 seconds, then shutts off. Nothing else will come on. I have to unplug and plug back in, to get the tray light to come on for another 3 seconds.
