The clutch for this operation would be a cone clutch and you may start looking at self propelled mowers some machine applications where a break in transmission is required
That system could be manufactured by an accredited machine shop but it could get expensive
Another idea would be to investigate the possibility of adapting a clutch system from a 200cc dirt bike where the clutch cable becomes the clutch cable to the pedal
