They are just an intermittent contact switch. Finding the two wires to the motherboard and replacing it with a different intermittent switch from someplace like Radio Shack.

My Hp Pavillion a1730n with Vista loaded take about 1/2 half to boot up. What can I do to solve this?

I would run a registry utility to remove the broken links and then run antivirus just in case.

Changing the card reader

HP Support > Pavilion a1730n desktop PC > Manuals,

http://h10025.www1.hp.com/ewfrf/wc/manualCategory?lc=en&dlc=en&cc=us&product=3339287&lang=en&

Click on the first file listed,

Upgrading and Servicing Guide (1.39M) {1.39MB}

This is a PDF file. May take a few seconds to see the first page after you click on the above file name.
Will also take additional time to fully download.

At the top of the PDF file is the Page Number box. It is to the Right of the blue Down Arrow.
Use the Down Arrow until you come to Page 7.
Pages 7 through 10 detail how to remove and replace the Memory Card Reader drive.

This page shows an illustration and photo of the motherboard,

http://h10025.www1.hp.com/ewfrf/wc/document?docname=c00757531&tmp_task=prodinfoCategory&lc=en&dlc=en&cc=us&site=null&lang=en&product=3339287&key=null

The page automatically open with a photo of the motherboard. (Takes a split second )
Scroll down, and click on the + sign next to > Motherboard layout.

Now you can look at the illustration, and refer back to the photo.

Look at the bottom of the motherboard illustration.
You will see F_USB1 and F_USB2.

One of those USB headers is used for the Front USB ports on the Front Panel of the computer, the other one is to connect the gray cables from the Memory Card Reader. (I'm thinking F_USB2)

If you need guidance please post in a Comment.
