Two things you need to check what else do you have plugged in do not use a surge protector plug the TV and directly to the wall and if the breaker trips I would suggest you replace the breaker or the wall plug

Was this tv made between 1995 and 1997? The problem is in the large signal board. It has the flyback on it. You will need to find a servicer.

Let me know model number of your 60 inch LG tv to find out possible cause of no remote operation.
I do not think that IR receiver is bad in your tv. Regarding dusty IR receiver lens, you can confirm it by sending remote signal by very close distance to tv.
There are few other possibilities of no remote operation problem instead of bad IR receiver.

If you are lucky one or more boards: power or main board are most likely---power board to some degree can be tested to see if voltages are present or not.....
Not knowing the model number all I would suggest is something arced in the set--try removing it from power and a box if used for a while and power back allowing units to reboot.
