Did you check the fill switch in the bottom ?

One thought: Your dishwasher is defective, though new.

There should be a valve under the sink. Turn it clockwise.

This is normal. Countertop dishwashers have two motors inside. The drain motor is a inductive type motor. They are noisy. They all work this way during draining.

I've got one of these countertop washers at home. The twist off dispenser you're talking about is for the jet dry (at least on mine) and there should be an area on the right side of the door for your soap. Hope this helps!
