when everyone can hear your voice while you can hear their voice during making a call, it seems the problem is in your microphone, it means you have to oven the phone cover at all, find the microphone that use to located in thr bottom of the motherboard, try to clean the circuit of the microphone, or replace with a new microphone..for a while you can use a headset or nokia earphone that similar with your model.
That means that it will Transmit, like pressing the "Talk" button, BUT ONLY when it hears the "Voice" it was "Trained" on. So this is so No-one else could use this unit. With this method. You "Identify" yourself, and after that every-time you speak, the Transmitter is keyed, and the channel is opened and the voice sent, when you stop talking,it goes back to receive, again. Some are less sophisticated, in that they are really a "Sound Switch" and when the unit "Hears" a "Voice" it, switches OFF receive, and ON the transmitter, and Transmits the audio out.
Cell phones transmit the sound as digital data. The data when converted back to analog to listen too CAN have "digitizing noise" which will sound like static.
WORSENING the problem is if there is noise in the background of the person sending the voice and the worst possiblle is to have MUSIC in the background. These both drive the CODEC (the analog conversion system) crazy and will create what you describe. The CODEC is designed to transmit ONLY voice.
Did this start happening after the latest download? If so re load the current version of the software and do not turn off the radio until the download is complete.
I have never seen this problem before, check if the VOX is activated, this could cause to transmit the radio, but the voice must be transmited.
