This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

Tonybox, try to have Canon fix it anyways, it couldn't hurt. Don't mention this to the phone representative that you'll speak to first. Instead I'd suggest including a short note in the return box stating exactly what you said above.

I have a canon PowerShot A70 that I purchased new that I dropped
several days after purchasing back in 2004. The camera has worked
flawlessly up until a few weeks ago when it started with the faulty CCD
symptoms. The camera is in very good condition with the exception of a
small crack in the case and now I wonder if Canon will tell me that
this issue is due to the camera being dropped and not with the faulty
CCD. Anyone have any advise?
