That blue blinking light could be the fact that there is not a signal from the PC to the monitor itself. You could have lost your video card, corrupt driver for video card or monitor. If you have a PC with separate video card and a mother board video output, try switching to the one you are not using and rebooting the PC
SOURCE: view sonic flat screen monitor trouble
I have a Viewsonic Flat Screen - recently I turn it on and all I see is like tye dye colors across the monitor with a slight ghost images of windows trying to boot-up. What can I do to fix this. The monitor is about 1 1/2 year old.
SOURCE: Power Light Blinking & Black Screen
A blinking blue light indiactes that your power-inverter board is not
putting out what it should. It needs an overhaul which may be a simple
as changing out the capacitors on the boards.
It could go beyong that to transistors or even a bad bulb.
It will have to be opened up to do that.
A picture may show visual signs of damage. If you can take one and email it to me , I'll take a look.

Please try to connect the monitor to another PC, if problem still exist then probably there's an internal problem in the circuit board of your monitor wherein an elecronic part/s might be cold soldered / defective. I recommend to bring the monitor to an authorized HP service center to fix the problem. If the monitor display is good if connected to other PC, then your previous PC should be checked if the VGA card (if there is any) is properly placed to its slot & working properly as well as it cables & connections. regards
