I'm not sure exactly what part that is or why you are asking if it is required? If that part came in the machine from the factory, then yes, it would be required.

The Fellowes 220C-2 has a history of gear breakage. I've replaced dozens of them. Not a major operation. They're made of plastic and break way to frequently. Replacement requires that you remove the cutting block and it's held in place by 4 nuts threaded onto studs that require the deep well socket to remove them. I'd advise letting a professional handle it. The gear costs about $12-15 and most Fellowes dealers have them in stock.
