Usually the software that comes with a new dvd/cd burner is just burning software (nero or roxio). Your drive is just plug and play and windows has all the drivers that is needed. I would uninstall the software you installed and try it with free software like IMGburn or CDburnerXP
Check your power connector to the DVD Rom and also check the cables (Sata or IDE). If this doesn't bring any solution, scan your system using updated anti virus. Good luck.
you can buy a sata to ide adapter,you plug this into an ide slot and it makes it sata.

It is windows 7 issue. Windows 7 is having the same problem like windows vista. They are actually the same operating system, but Microsoft rename to windows 7. Try taking the burner out and to see if it loads up.
what size capacity is the new hard drive - and what is the bios on your laptop able to recognise ? is it an upto date laptop ? some old bios's unable to see newer larger drives.... try updating the bios of your laptop
Do you have the DVD daisy chained to the motherboard with another drive? I have the same Dell and I have 2 hard drives IDE, and a DVD with a CD burner which are seperate so they are on the other IDE connection daisy chained. you will need to check the way the device reads the disk if may have changed if you tried using a ordinary dvd then went a dvd/r some times you need to change the settings back to the way it was when you installed it ok
