I have a hpw1907 monitor. It seems to get hot in the upper left corner. It shuts down until it cools and I can turn it back on.

whenever there is a hot surface after the monitor was on for hours, kindly report it immediately to HP becuase they need to repair the system board of it.

When I turn on PC, half of the left lcd monitor screen is normal and half on the right is solid white. The left side seems to work as usual. Pressing the buttons on the side of the monitor to reset it does...

Could be a loose connection, but this model is notorious for bad capacitors. Replacing capacitors is a pretty easy task, but not for everyone (takes about an hour the first time, and parts cost is usually < $10)

Green color dot appears when moniotor switched off

I would first verify your system power settings (in Windows XP go to control panel, power options, then verify that nothing is set that could activate your monitor to a standby mode) - other versions of windows have something very similar. If all of these settings are correct, then unless the monitor is not working as required when switched on, i would recommend just leaving it be, possibly just take the time to unplug the monitor power lead instead of just switching it off. If however you feel you must fix this problem, try: for this model of monitor you will need the serial or FRU number in order to define the exact model.
