If its new you need to call warranty and have them look at it.

sounds like overload is kicking on compressor, bad compressor, have to ohm out compressor windings.

You will have a 60-90 fill cycle, then circulate, then another 60-90 fill, then on to ice making. When Ice making starts all remaining functions come on, such as the condenser fan, and compressor. Check for these functions after the initial fill/rinse/fill has finished. if the condenser fan comes on but the compressor does not, you very well may need a control board located behind the on/off switch panel. With constant heavy loads/usage, and or a dirty condenser coil the compressor relay solder joints often become weak and short open on the board, this can sometimes be fixed by just cleaning and re-soldering the relay joint on the board. Its not cooling properly,the issue is weak or dirty compressor section and related parts.Get the refrigerator serviced completely and see if its help.Otherwise compressor needs to be replaced.

It has been over charged and its called frost back get them to come back before it takes out your compressor

There are several possibilities. The most common is probably low refrigerant. Are you sure the compressor is actually running? If it just humms for 2 or 3 seconds, it may be a burned out compressor. That would be bad news. Take the side panel off and turn the unit on. If the compressor comes on and runs, the small line coming from the compressor to the condensing coils, (the thing that looks like a radiator) should be hot to the touch if it is not you are probably low on refrigerant. There is a safety switch that shuts the compressor off if you are low on freon. The compressor would "short cycle". That is it would come on and off and not every minute or so. That is bad for the compressor and won't make ice either. Also if you don't get a constant flow of water it might do the same thing. There is very little the average person can do to an ice machine as complicated as this one. Check your water flow, check the air flow throught the radiator like coils near the compressor. Other than that you need a refrigeration mechanic to check the freon pressures.

Liquid gets very cold but won't freeze

The Water is coming from the defrost cycle melting the ice on the evap coil.  There is a drain that goes to a tray near the compressor where the heat from the compressor evaporates the water.  That drain is clogged.  Take the back panel off of the freezer and unclog the drain hole.  Most of the time it is iced over and the ice needs to be melted.  It could also  be clogged where it comes out at the compressor.
