I looked around and wasn't able to find a free PDF service manual for your bike. My usual freebe sites don't list yours. Try your local library. Often guys will donate manuals to the library. Below are two places you can buy manuals. You should be able to find one for your exact bike there.

Go to Steve Saunders Goldwing site, they are a great bunch of guys and they have a tech help section that can tell you all you need to know. I sold my Goldwing Interstate last year but I got help from them a few times.

you may have blown the starter solenoid or even worst the starter motor
i cannot diagnose without seeing the bike properly
i strongly suggest you put in a workshop and get it diagnosed properly

How do I replace the starter on an 82 goldwing inter state
On the left side of the bike, you will need to remove the gear shift.
This will allow the starter to be removed after removing to two retaining
bolts. Be carefull when removing the starter. There is a starter chain that will fall if the starter is not removed slowly.

Why is there oil coming out of my starter on my 1983 honda goldwing 1100
The oil seal on the end of the starter is leaking or the o-ring between the starter and the case is torn. If there is oil in your starter you may have to replace it. If the o-ring is ripped , pull out the starter replace the o-ring and put the starter back in it is just leaking around your starter.

Starter will not turn over
Just uncap the wire going to the plugs. Kick the starter and hold the naked end of the wire close to the body. If you don't get a sharp sparking from the ends of the wire to the body then you'll know there is insufficient current being supplied to it by start solenoid...............sodeep
