The other post is correct, but you don't want to try and take out Hard Drives from laptops.
The easiest option is to use a Dell XP CD for recovery
There is a little known fact though, there is a factory shipped Dell Partition that is hidden for recovery.
There is a tool (slightly technical) to 'properly' deal with repairing the MBR (as regular XP disks can ruin Dell MBR's)
Dsrfix Quick-Start
This section should give you a quick idea how Dsrfix is used. However, be
sure to also read the following sections to get a clearer idea of the details
and potential pitfalls.
Dsrfix is a DOS program. It does not work in Windows.
It does not work in a XP command-prompt window.
It does not work in the Windows PE (preinstallation environment) or RE (recovery environment)
-- those are not DOS.
You need to boot to real DOS. If you need to,
CLICK HERE FOR HOW , you can just download the 98SE DOS Bootdisk to a floppy.
This will get you into DOS (if you need that help) and then you can follow directions below)
It's a bit overwhelming, but it's the safe and real way
Download dsrfix.zip from DSRFIX LINK (Updated 09-20-2007, version 3.11)
If Dsrfix's report shows no fatal errors and no alerts, the Dell-specific
restore feature should be functional on your system. You should see a blue
"www.dell.com" banner across the top of the screen when the computer starts
to boot. Pressing the Ctrl+F11 keys at that moment should divert the boot
process to Dell's custom restore utility.
(Note to reader: The other files in the archive are supplemental.
The only file you need to copy to floppy disk is dsrfix.com.)

i think you need to re-install your Operating System again since you got a new HDD wich is tottaly empty i assume so try to install your OS on the new HDD

This is related to the boot sector file.So it wont work in the safemode also.Try and see that the hdd is detected in the system.If yes,then try booting thru th XP disc and run a repair

your HDD may be corrupted, re-installing windows vista is one option. Your best bet is if you have/ can obtain a copy of windows vista run setup and try the repair wizard in the windows vista setup, the wizard automatically finds errors and missing files and replaces them therefore solving any errors in your HDD. you can also try to use the recovery wizard from your recovery disc. best of luck
