Echo HC-150 rebuilt the carb, and now the primer bulb sticks and engine won't start

Replace feed tupe.

sometimes the primer bulb gets cracked and wont properly pump fuel into the carb. replacement of the bulb should fix the problem.

The primer bulb pulls fuel from the carb into the bulb and dumps back to the tank, so either the tubes are not connected too the correct conections on the carb, or there is bno fuel getting to the carb from the tank ( fuel filter ) or if the primer is on the carb itself there in a red one way valve under the bulb which maybe faulty.

Hold the butterfly valve (behind air filter) open with a screwdriver, while somebody else tries to start it. Toro has had problems with atuomatic chokes. If it fires right up, thats the problem! If so, just wire it open, or contact Toro for a repair kit. Try using starting fluid, not carb cleaner, and spray directly into the head through the spark plug port. If you didn't do it already, blow out all the ports in the carb with compressed air, or carb cleaner. Also, be sure the safety lever is engaging correctly (top bar on handle) at the engine. Lawn mowers are pretty simple, so the problem is most likely simple too.

Is the primer bulb cracked or torn and drawing air?

Sometimes, unfortunately, the chemicals and solvents used in a "dip" and/or cleaning solution are too harsh. They tend to "swell" the very sensitive check valves inside the carb. The idle fuel circuit has one, the high speed main nozzle has one, and there are one or two inside the primer pase assembly on top of the carb. You state that it won't idle, but does it run otherwise. If it does, some carb adjustments may be required on the L and H screws to get it to idle.

The primer bulb works on pressure, If it has nowhere to put the fuel it won't re-pressurize itself. I have had fuel filters clog on me in the past that have caused this exact same problem. You can soak the fuel line and filter in carb/choke cleaner and then reinstall, the primer bulb should be able to re-pressurize after the filter has been cleaned. Good luck!

I would first check the fuel lines running to the primer and then the bulb for a hole I would also do a carb kit

when the carb was "rebuilt" Did you pull out the screen and clean it out and also did you pull needle and diaphragm out and clean it out good, because if the needle is not working or the neoprene tip is swollen your needle adjustment will be out of whack,sometimes carb cleaner will make it swell up to where it won't open enough to get fuel through it....suggest you replace the needle and adjust your height of the tab to flush with the body of carb and make sure you have a good diaphragm in it along with new check-valve diaphragm, then make sure your primer is hooked up right ..it should be pulling fuel through the filter to carb and through carb and back to tank,your problem is definitely in the fuel system, keep trying different things you will figure it out
