It sounds like your talking about the ITC222 chassis series which is having a small signal board problem. Very common in the RCA ITC222 and ITC222A Chassis HDTV's

If this RCA TV has a Chassis number of ITC222 then you need to call a tech to swap out the deflection circuit board for a new or rebuilt board. This RCA Chassis is a TV Techs worst nightmare to repair.

Hello. You have a Rca d52w20 this is what is known as a itc222 chasis. and i see this set alot at our shop. The first thing that you can do is to unplug and wait 30 min to hour and replug the set in. this essetian\lly resets the processor. ( I have never seen this work) but is the first thing we do. THe most likely cause for this will be what is called the horizontal output transistor and flyback transformer in which a technician can replace these components. This set has a processor that will shut the unit down for any of about 25 different reasons for safety. so there is no warning it eather works or dont. technicans have special test equipment that read error codes much like those in cars. this is ussally the first thing that i do.to help start troubleshooting. WARNING this set genrates high voltages that stay with the set even after unpluged. so please be careful. Now this is the bad news on these sets. u have to determine if this set is worth it. averge repairs at my shop run 250 to 500 and if one of the tubes is damaged that can run 800+ these set sold for 800 at walmart.

the rca itc222 chasis has a processor that shuts the set down when it detects a problem for Safety. it can be one of about 30 problems. the computer also records the errors in memory and a technician can interface with a computer to read these errors. after the set attempt to come on 3 times then the set locks up and you have to unplug to reset.

itc222 shut down if the processor detects a problem. can be many different things. horizontal output is first thing to check. any sounds, chirps, smell... did it ever work

the set has a fault ,requires service befor it gets worse.

This sounds like a PSU fault. Since ther is no way to determine your expertise then the best solution is to call an engineer.
