I found the manual and it told me to unplug the machine both from the back and the socket itself. I did try just unplugging the machine from the back and it would not reset, but when I did BOTH things (which seems silly)...it worked and reset itself. It worth giving it a try...

The cause is the digital display is not communicating with the motherboard. The plug connection between the door's digital display and the motherboard might have unplugged. The wire running from the motherboard runs below the fridge and connects via plug located along the bottom of the fridge below the freezer door, connecting to the wire running from the display to the bottom of the freezer door. Just reconnect it and that should reset the display.
please follow the instruction to register the handset to base
To register a DCX150 accessory handset: 1. Charge the handset completely. 2.Place the handset in the base cradle for about thirty seconds. Handset Registering will appear in the LCD. 3.When the handset has registered to the base, the LCD will display Registration complete then show the handset ID number. If the display shows Registration failed, repeat the process again.

Keep holding find until the charge LED starts to blink. 3.On the handset, press and hold # until the handset beeps and displays Handset Registering. 4.When the handset has registered to the base, the LCD will display Registration complete then show the handset ID number.
If the display shows Registration failed, repeat the process again.
I called GE. They said unplug phone lines, then unplug power source, wait 10 to 15 minutes, then reconnect in the same order. If that does not reboot the answering machine, then buy a new one.
An overnight rest seemed to cure it. Context - I have a fax machine also hooked up to it that kicks in when it hears the fax signal. I disconnected it overnight while "resting" the answering machine. When the answering machine returned to normal this morning, I hooked up the fax again. So far so good.
