There is shorted componet/s in the horizontal output section of your RCA tv. There are two chances for this fault. If horizontal output transistor has a short to its collector to emitter junction, of Line Output Transformer has winding short internally [not repairable]. Your set need a through checkup. Contact any experienced service technician to locate the correct faulty component. The work is a skilled one, must ahve all the measuring instruments, and through knowledge in electronics.
