Yes it does seem a bit stupid.
I would think forks extended and springs in.
The easiest way is to use an oil s ucker like a large syringe and mark the lenght of tube on the end of the s ucker, then slighly over fill them and s uck it down to the required height.

Fixya spell check doesnt like words like s uck so I put in some spaces, hope it reads OK

hey El, PASS on this bike!!! The fork tube(s) may be bent..If the " chrome front cover" is the fork leg..its $$$ to fix it...
personally, I would pass on this bike until the owner repairs it!!
The owners explanation smells like BS!!!

It takes quite a lick on the fork leg or a bent tube to make the forks not work!!!!

How do you take top clamp off tree to remove forks? i can not see screws.for honda shadow 750 spirit 2003

On the front of the clamps you will see two round chrome circles. These are fancy hole fillers/plugs. If you gently pry them out with a small screw driver you will find the socket cap bolts you seek to remove the upper triple clamp. If you are trying to put in new fork seals it is more easily done by leaving the tubes in the clamps and sliding the lower fork tubes off the bottom of the fork tubes.

How to replace fork seals on 1984 vt750 honda shadow

Most forks have a bolt underneath, usualy a hex key type, sometimes the nut inside the fork turns, and you then need very long socket extension to hold it tight.
Once this bolt is undone, the forks should come apart.

Sometimes, you can prise out the old seals, and slide the new ones on, without taking things apart.

My repair manual and local shop specify 15-16 oz per tube. weight can be changed to suit your ride quiality preferences.

1984 Honda Shadow VT 700 Shift Problem

Based on the information you have provided I suspect a bent shift fork in your transmission. To fix it you will have to take the transmission cover off and get at that fork. Replacing the fork is probably easiest, the labor to get to it is the expensive part.
