It cannot be charging by properly if it's anything like a 650 nighthawk the charging systems are useless and under 4000rpm and even then it's poor.
Well, I know the ROMan isn't the problem. I lose electrical power when I'm driving down the road, the only time the bike seems to have full electrical power is when the bike is idling. Other then that when I rev up the motor, or driving down the road my light on my cluster, head light and tail light barely light. Motor revved up no power, motor in idol has power.

the regulator sounds like it is kickng in and lowering the voltage to much below what it should be you need to check it at tickover and with the bike at about 4000 rpm with multimeter on dc >20 volts

SOURCE: Adjust honda 250 nighthawk points
Hi lol points sorry had to laugh unless your motorcycle is from the early 70s and back it may have points after 1975 mechanical ignition points became a thing of the past.
Your bike has a CDI system no points to adjust
SOURCE: 1991 CB 250 Nighthawk: whats the top speed for a 1991 honda nighthawk 250...
The specs for a 1992 cb 250 nighthawk give a top speed of 140kph at 7500 rpm. I have just ridden mine and it comfortably sat on a touch over 120 kph
