Lots of things can cause this. The most common problem is the Igniton housing which has the igniton cylinder sensor in it. the theft system will need to be programed after it is replace.
For a more accurate suggestion the code in the theft system would be helpful.

Vehicle Theft Deterrent (VTD) Description and Operation
The vehicle theft deterrent (VTD) system functions are provided by the theft deterrent control module. Theft Deterrent Control Module
Vehicles with steering column mounted ignition switches have the exciter integral with the theft deterrent control module which is located within the steering column. Vehicles with instrument panel mounted ignition switches have exciter modules separate from the theft deterrent control module with the vehicle wiring harness connecting the two. The theft deterrent control module for vehicles with instrument panel mounted ignition switches is located within the instrument panel. The theft deterrent control module can learn up to ten keys (transponder values).
The theft deterrent control module uses the following inputs, battery voltage, ignition switched voltage and ground circuit. The theft deterrent control module uses the following outputs, password exchange with the ECM, fuel continue/disable via the serial data circuit.
When an ignition key is inserted into the ignition lock cylinder and the ignition is switched ON, the transponder embedded in the head of the key is energized by the exciter coils surrounding the ignition lock cylinder. The energized transponder transmits a signal that contains its unique value, which is received by the theft deterrent control module. The theft deterrent control module then compares this value to a value stored in memory, learned key code. If the value is correct the theft deterrent control module sends a random generated number to the transponder, this is called a challenge. Both the transponder and the theft deterrent control module perform a calculation on the challenge. The theft deterrent control module then performs one of the following functions:
• If both the transponder value and the calculation to the challenge are correct, the theft deterrent control module will send the fuel continue password to the ECM via the serial data circuit.
• If either the transponders unique value or the calculation to the challenge is incorrect the theft deterrent control module will send the fuel disable password to the ECM via the serial data circuit.
• If the theft deterrent control module is unable to measure the ignition key transponder value for one second due to a damaged or missing pellet or a damaged exciter, the theft deterrent control module will send the fuel disable password to the ECM via the serial data circuit.
Important: On some vehicles, If the VTD system is unable to read the ignition key transponder value after the vehicle has started, the VTD system will consider itself malfunctioning. The VTD system will enter a fail enable state and will command the security indicator to illuminate. When the VTD system is in a fail enable state the vehicle will NOT stall or stop running. If the VTD system is in a fail enable state when the ignition is switched OFF, the VTD system will remain fail enable until it is able to read a learned ignition key transponder value. When the VTD system is in a fail enable state the VTD system is NOT active and the vehicle will start. This feature is NOT available on all GM vehicle lines.

I have a passkey 3 on my 2002 cadillac deville and the security system is not letting my car start or crank does anyone know how to fix this problem i'm having without me having to take it to a dealer

You need a capable scan tool to check DTC'S - diagnostic trouble code's .

These would tell why the PCM - engine computer isn't starting the vehicle . There is no by-pass for this anti-theft system . The Dealer is your only hope . Nothing you can do !
The theft deterrent control module produces the theft deterrent fuel and starter enable signal when ignition is ON and the proper transponder key value is detected. The powertrain control module (PCM) monitors the fuel and starter enable signal during crank. If the proper signal is present on the Class 2 Serial Data Circuit, the PCM enables the fuel delivery and starter operation in order to allow the engine to start. If the PCM detects an incorrect password, vehicle theft deterrent (VTD) system failure or attempted vehicle theft, DTC P1631 is set. The engine will not start or crank as long as the condition is present.

Without a key with anti-theft transponder inside your not starting anything . Your best bet call mobile lock smith . Anti-theft system ,software programmed into all module's involved in starting the vehicle .

The PK3 key has a transponder embedded in the plastic head of the key. The exciter is an antenna which is made up of wire coils which surround the ignition lock cylinder. The PCM enables engine starting when it receives a learned fuel enable signal from the theft deterrent control module. The components of the VTD system are as follows:

DTC P1626 Theft Deterrent Fuel Enable Signal Lost
Circuit Description
The Vehicle Theft Deterrent (VTD) system is incorporated within the body control module (BCM). The powertrain control module(PCM) monitors the state of health serial data message from the Theft Deterrent system to ensure that the PCM to BCM communications is established. If the PCM detects a loss of the state of health message while the engine is running, DTC P1626 will set. DTC P1626 can cause a no-start condition or normal operation depending on when the loss of Theft Deterrent system communication was detected. The engine will continue to start and run if the condition that set DTC P1626 occurred after the PCM received a valid theft deterrent password from the BCM and already allowed fuel during the ignition cycle. The engine will start and immediately stall if the condition that set DTC P1626 occurred before the PCM received a valid theft deterrent password. With this condition present, the PCM will inhibit fuel delivery and disable the starter until a valid theft deterrent password is detected. Refer to Content Theft Deterrent (CTD) Circuit Description .

Conditions for Running the DTC
The Theft Deterrent system has allowed fuel delivery.
Conditions for Setting the DTC
The PCM has detected a loss of the state of health serial data message from the Theft Deterrent system.

Action Taken When the DTC Sets
The PCM stores conditions which were present when the DTC set as Failure Records only. This information will not be stored as Freeze Frame Records.

Conditions for Clearing the MIL/DTC
The DTC becomes history when the conditions for setting the DTC are no longer present.
The history DTC clears after 40 malfunction free warm-up cycles.
The PCM receives a clear code command from the scan tool.
Diagnostic Aids,
An intermittent may be caused by:

• A poor connection

• Rubbed through wire insulation

• A wire broken inside the insulation

Check for the following conditions:, • Intermittent short circuit on the serial data circuit -- Refer to Data Link Communications Operation in Data Link Communications. Be sure to check all related wiring for an intermittent short to ground or short to voltage.

• Poor connection -- Inspect the wiring harness for damage. Check for an intermittent short or open circuit in the wiring harness related to the BCM, including the ignition, battery feed, ground, and Serial Data circuits.

My car starts and then after a few seconds it turns off and the immobiliser light comes uo on the dashboard. Can you tell me what the problem is?

The anti-theft system doesn't recognize the security pass word an disables the fuel injectors most likely ! an it set's a DTC -diagnostic trouble code in what ever module controls the anti- theft system . BCM - body control module , Theft deterrent module etc...
The powertrain control module (PCM) contains the remainder of the logic of the Theft Deterrent System. If a class 2 message containing a valid password is received from the body control module (BCM), the PCM will continue to allow the fuel injectors to operate. The PCM will allow the fuel injectors to operate until it decides there is no valid password coming from the BCM. If the PCM does not receive a class 2 message, or receives a class 2 message with an incorrect password, the engine will crank and will not run or will start and stall immediately.

I have a 98 monte carlo 3.1 auto trans. when i turn the key to start, the security light flashes and it does nothing

Have it checked for DTC'S - diagnostic trouble code's . I suspect the problem is with the tdm module or the ignition switch ???? Assuming will only get you into trouble . If the PCM - engine computer does not see the right coded meassage from the TDM it won't turn on the fuel injectors or it will cut them off in two seconds . .
Buick Security Systems 1998 Chevy is the same .
Ignition Key With Wrong Resistor Pellet Code is Used To Start Engine
The theft deterrent module performs one of the two following actions when you attempt to start the vehicle with a wrong ignition key:
• There are 15 PASS-Key® II resistance ranges. The PASS-Key® II resistance may be one of the 14 valid but incorrect PASS-Key® II resistance ranges. The theft deterrent module will perform the following actions when you attempt to start the vehicle (if the condition is present during an engine start attempt or for 1 second any time after the engine has started):
• Turns on the SECURITY indicator
• Sends a password to the PCM through the fuel enable signal circuit
• The password disables fuel delivery to the engine.
• Disables the theft deterrent relay, which disables the starter circuit
• Disables sampling of the PASS-Key® II resistance for 3 minutes
• The 3 minute time period is called the shut-down period.
• Disconnecting the battery will not clear the timer sequence. The timer sequence will resume when battery power is restored.
• Inserting the proper key during the vehicle shut-down period will not start the engine. The engine will not start until the shut-down period has elapsed.
• After the shut-down period, the engine will start if the correct ignition key resistor pellet is used.
• The PASS-Key® II resistance may be correct and allow the engine to start. Later during the same ignition cycle, the PASS-Key® II resistance may be one of the 14 valid but incorrect resistance ranges. The theft deterrent module will perform the following actions:
• Enters the fail-enable mode
• Turns ON the SECURITY indicator
• Sends a password to the PCM through the fuel enable signal circuit when more attempts to start the engine occur
• The password allows the fuel enable circuit to deliver fuel to the engine.
• Enables the theft deterrent relay, which also enables the starter circuit.

Ignition Key With Correct Resistor Pellet Code is Used To Start Engine
The theft deterrent module performs the following actions when the correct ignition key is used in order to start the vehicle:
• Enables the theft deterrent relay. The theft deterrent relay enables the starter unit.
• Sends a password to the Powertrain Control Module (PCM) through the fuel enable signal circuit. As a result, the PCM allows fuel delivery to the engine.
